This is the V-5 threadless Stem from NITTO.
The stem is an updated version of the V-4 stem which was inspired by the old school Bullmoose MTB handlebars.
The double clamps will hold the handlebars nice and tight. Totally recommended for aggressive rides. Easy handlebar installation with the open clamps.
